Azerbaijan's Gas Pledge: A Promise or a Pipe Dream?
Azerbaijan's state energy company, SOCAR, has made a bold move by announcing natural gas sales to Austria and Germany. However, the question remains: Can Baku deliver on its ambitious target of supplying 20 billion cubic meters (bcm) of gas to the European Union in the near future?
Ilham Aliyev, the Azerbaijani leader, highlighted the country's expanding gas exports, now reaching 16 nations, including 10 EU members. But here's where it gets controversial: Baku's commitment to doubling gas exports to the EU by 2027 (or even earlier) seems uncertain.
SOCAR's announcement provides little clarity on their strategy. Are they increasing exports to the EU or simply redirecting existing supplies? The company's silence on key details, such as the Austrian importer and export volumes, adds to the mystery.
The lack of transparency is concerning, especially considering the reduced energy news and data from Azerbaijan in recent times. The Energy Ministry's monthly bulletins on production and exports have become scarce, with only three issued since April 2025.
The latest data reveals a modest 2.4% increase in Azerbaijan's overall gas production in 2025, falling short of the growth needed to significantly boost exports to Europe. In fact, EU imports from Azerbaijan slightly declined in 2025, totaling 12.8 bcm.
Most of Azerbaijan's gas exports originate from the Shah Deniz field, operated by BP. However, BP has been tight-lipped about the anticipated production rates and the potential of deep gas reserves beneath the ACG oil field.
TotalEnergies, the operator of the Absheron field, offers a clearer picture with 1.6 bcm produced in 2025. A planned second phase could boost production to 6 bcm annually, but this relies on TotalEnergies' investment decision, which is yet to be announced.
Baku's promises extend to Turkey, with an agreement to supply 2.25 bcm per year starting in 2029. However, the lack of information on reserves and future production capacity raises doubts about Azerbaijan's ability to meet these commitments.
The Southern Gas Corridor, consisting of three pipelines, needs expansion to facilitate any additional EU exports. The recent TAP pipeline expansion to 11.5 bcm per year is a step forward, but it falls short of the promised 20 bcm per year. There's no clarity on when or if investments will materialize to reach this capacity.
